[CPE]

I am wondering how the 120 volts was read; had to be each leg to ground. Both feed wires hot to hot should read 240 volts. GF won't reset if no neutral is present. I am almost positive there is an open neutral---especially if the 2 hots read 120VAC to ground and nothing to the panel neutral.
