2017 Cougar 34TSB converter issue.

New to the RV world. Second owner of a 2017 Cougar 34TSB on a RV pad at my property in San Diego with 30amp shore connection. Recently replaced converter with new model wf-9850. When shore power connected and battery disconnect on, outlets multimeter at 135-142 VAC. When I turn the breaker off for the converter with battery on and shorepower connected and on. The outlets meter out at 119.5 to 120.3 volts. I metered converter out at 13.5VDC. I have switched the 15 amp breaker with no change. I'm thinking possible wire issue between battery and frame ground?? Any suggestions??
